What is wrong in saying -

Although a surge in retail sales has raised hopes that there is a recovery finally under way,......


using "that there" in the above answer is considered too wordy or is something wrong with the formation of the above sentence?

jeery imo its too wordy only i dont think that there is any wrong formation of the sentence.

you can see that the above line also contains "that there"

normally gmat choose that sentence which is very concise and clear
