IMO (C).
(A) that an S corporation with assets of greater than $200,000 send W-2 forms to their full- and part-time employees. ---> their and an - pronoun mismatch.
(B) an S corporation with assets of greater than $200,000 send W-2 forms to their full- and part-time employees ---> no clear subjunctive or the use of <to> before "send W-2..." + same as A.
(C) that an S corporation with assets of greater than $200,000 send W-2 forms to its full- and part-time employees --> Perfect subjunctive and pronoun match.
(D) an S corporation with assets of greater than $200,000 to send W-2 forms to their full- and part-time employees --> on the lines of B
(E) an S corporation with assets of greater than $200,000 send W-2 forms to its full- and part-time employees ---> same as B.

I thought this was a pretty straight forward SC correct
Can easily eliminate A, B, and D due to their use of 'their' instead of 'its' when referring to 'S Corporation', which is singular
Then have to decide between C or E and the only difference is "mandate that.." (C) or "mandate an". Mandate is a 'bossy verb' (much like demand, require, insist etc.) and therefore requires the command subjunctive form i.e., must be followed by 'that'
As an FYI - command subj form is this
subject + (bossy verb) + "that" + object + (infinitive form of the verb minus the "to")
Answer should be C.

This is, in my opinion, clearly C. An S corporation is singular so it should be matched with its and not their. Also, how can you mandate an S corporation? You mandate that...at least that's what makes sense to me.
