Hi mukherjee.tanuj3,

The word "so" can appear in a "2-part" phrase as you've noted. Here though, the word "so" is used for emphasis (similar to the word "very").

here the construction is used in the sense "so X that Y" .its just that the construction has been reversed . we can read the sentence as --->the river has become so polluted that the project must be abandoned
