In an effort to reduce traffic congestion in downtown Whitmore during the morning rush-hour, the city's transportation commission constructed a new highway connecting Whitmore directly with its northern suburbs. OPTION A - INCORRECT
Well, this option doesn't give any logical explanation for the increased traffic congestion because, it claims that more commuters come from the southern suburbs than from the north as against the argument

OPTION B - INCORRECT
Because several new businesses has opened adjacent to the high way in the northern suburbs does not explain the reason for increased traffic. There is no accurate correlation between the new businesses and the increased traffic due to the stipulated tome afore mentioned in the argument (morning rush hour). i.e. the rush hour gives a perception of being in a hurry to get to work or somewhere important and can't stop to do business.

OPTION C - INCORRECT
The time range of the argument here can't give us the best explanation to the increased traffic congestion because the argument is concerned about the morning rush hour. But this option defends Whitmore's night-life

OPTION D - CORRECT
The creation of the new highway to connect directly to the northern suburbs from Whitmore has made transportation easier for its commuters and has encourage them to drive rather than using public transport. This option implies that a lot of commuters now use their personal cars than public transport and has led to the increment of traffic congestion due to this.
