Since the total charge is reduced by 60 percent on calls made after 10:00 P.M, the total charges are 40% of total charges in the daytime.

Total charges at 10:30 am = 40% of [60 /100 + (35 – 3)*c/100] dollars = 0.4(0.60 + 0.32c) dollars

The correct answer: B
