In C,
drawing is modifying
turns. What kind of turns did the member take? They took turns
drawing on the funds. The idiom
to take turns + -ing word means
to alternate performing the action of the -ing word. Thus, the clause
the members...took turns drawing on the funds means that
the members alternated drawing on the funds.
