Dangling Modifier question

In June of 1989, Princeton Township approved a developer's plans to build 300 houses on a large portion of the 210-acre site of the Battle of Princeton, one of only eight Revolutionary War battlefields that had remained undeveloped.

The given OA is A.

I feel the OA should be E and not A.

E delivers the correct meaning by placing the correct modifier 'only' at its correct position.

I think its E.

Could anybody kindly help...

I would go with E that seems more appropriate since the placing of the modifier 'only' is correctly placed.
