Art museums do not usually think of their collections as capital or consider the interest income that would be generated if a portion of the capital would have been invested in another form.

Something mixed up in this question.

C works because we need subjunctive; it's just inverted from the normal subjunctive if/then form. Normally we see:

If *subjunctive*, then *conditional*.

Here we get the conditional before the subjunctive, but we can rearrange to see that it works:

If the capital were invested in another form, interest income would be generated.
