Both X and Y, where X and Y must be parallel.

Both with X and with Y---> Correct.
With both X and Y---> Correct.

In C, both with the time and resources has problem of parallelism.

Both X and Y,

X =with the time -> with + The + Time--> prep + article + noun.
Y =resources -> resources --> noun.

Therefore, the option C does not maintain parallelism.

btw, as is used to compare two clauses, and like is used to compare two nouns. A, B, and D have wrongly used AS to compare nouns. Answer is thus E.
