Neither statement by itself is sufficient to determine whether Jane grew more then George.
Statements 1 and 2 combined:
In February, if George = 100cm, then Jane = 120 cm.
J : G = 120:100 = 6:5.
In August, if George = 100cm, then Jane = 135cm.
J : G = 135:100 = 27:20 = 54:40.
To change from 6:5 to 54:40, Jane's height must increase by a factor of 9, while George's height increases by a factor of 8:

9*6) : (
8*5) = 54:40.
Since Jane's height increases by a greater factor, Jane grew more than George.
SUFFICIENT.
The correct answer is
