first of all, not only is followed by but also... so eliminate the last 2.

now read the sentence carefully... it says the new software being designed .. that means that the new software is still being designed, so we cannot use has.. has refers to the present...eg. He has a degree in math..or the child has a toy mobile.
as this software is still being designed we use will have ..that means in the future when the software will be completed, it will have.

another reason to choose have is because have is plural... the software will have the versatility and the power.. ( and joins 2 subjects ..)
has is singular ...we cannot say the software has the versatility and the power.. since these are 2 things.

lastly, the correct idiom is the power to do something ..not power of .
