Here are my thoughts on C:

C. the Congressional Medal of Honor, which was the nation's highest military award, long-overdue in

"was" is an incorrect tense, implying that there is a new highest military award now. In addition, if we are to be more concise, an appositive works better than a relative clause.

Another issue might be the placement of the adjective, long-overdue. Since it's an adjective, it should be placed next to the noun it is modifying rather than with a preposition between them.
