Is cattle singular or plural?

Neither the horse nor the cattle could get (its / their) fill of grass in the pasture after two months of drought.

I thought "cattle" is singular, therefore the answer should be "its".

However the answer on my book is "their". Is this merely a typo?

Few words like Police, Cattle are always treated as plural ....

I agree with honeysn , that cattle is always treated as PLURAL , just like the police.
