That pollution harms the environment is self-evident; that immediate government action to combat it is merited by the situation is a matter of debate.

a) that immediate government action to combat it is merited by the situation
b) if the situation merits immediate action by the government is a matter of debate
c) whether to combat the situation is merited by immediate government action
d) that the situation merits immediate government action to combat it
e) whether the government should immediately combat it is merited by the situation

Semicolon is used -- connecting closely related independent sentences.

The intended meaning is

what is a matter of debate ? - "it is the government's action to combat the pollution that harms the enviornement"

We also have to see the tone of the sentence.

the usage of 'if' (conditional) is incorrect - changes the meaning as well.

Only option D maintains the intended meaning and is parallel to the sentence before the semi-colon.

Good sentence... I was lost for the pronoun 'it'. I thought 'it' was representing the overall first clause and so cancelled out option D. But option D specifically says that 'it' represents only the word or the noun 'pollution'.

Hence the correct answer is D. It is also parallel and conveys the correct meaning in the sentence...
