Okay try going on with the sentence after removing distracting parts:

X broke with its policy in deciding during its reorganization in 1958 to sell on credit.

Interesting - and tricky - question :). What's the source?

Here's my take:

How did J.C. Penney break with its pre-1958 policy? By deciding/in deciding. Notice that we need an adverbial phrase here, as I am asking how something is verb-ing.

So just like that we can get rid of 'for deciding to sell' or 'for its decision':


The J.C.Penney chain of retail stores broke with its conservative cash-and-carry policy during its 1958 reorganization for deciding to sell on credit.

A. during its 1958 reorganization for deciding to sell
B. for the decision at its 1958 reorganization to sell
C. when it was reorganized in 1958 for its decision to sell
D. in deciding during its reorganization in 1958 to sell ANSWER
E. by deciding at its reorganization in 1958 on the selling of

Notice I also 'redded'-out (E) ...on the selling of...

One decides to verb, or in this case, in deciding to verb. Notice also the double 'on' created by (E) and the sentence.

Therefore, (D) is our answer.

IMO, as explained by Chris, is D. But I am still not getting how you arrived at D.

What makes you think that phrases in only D and E are adverbial.

Hope if you can elaborate it a little more.
