Either of those could have been potentially correct, but there are bigger problems with these sentences.

First, the construction must be parallel. If it says "for four quarters" it must have "for the dollar bill". That eliminates choices B and D.

Next you shouldn't have more and rather than in the same sentence. It is redundant to have both. This eliminates choices A and E.

That just leaves C.
