Although once dismissed as the "poor relations" of investment banking, the high-yield bond departments at the major Wall Street firms were the first among the innovators of the 1980s, recognizing the need of additional capital in the marketplace, and to discover a way to provide that capital.

A conjunction such as and (highlighted in red above) must connect PARALLEL FORMS.
Only D offers the required parallelism without any idiomatic errors:
The high-yield bond departments were among the first TO RECOGNIZE the need and TO DISCOVER a way.

The correct answer is D.

Hi Mitch,

I was wondering if in option c we change the "need of " to "need for" will it be a correct sentence. Also can you please explain the difference in meaning of "the first among the innovators of the 1980s" and "among the first of the innovators of the 1980s"
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.
