What does which refer to?

The frost particles on the windshield of Mr. James' car, which caused him a fifteen-minute delay to remove them, had formed when moisture condensed during the night.

In the question above, what does "which" refer to? please explain.

Which refers to Frost particles. Check out for the intended meaning- referring to the process of removing frost particles caused the delay
