The United States petroleum industry’s cost to meet environmental regulations is projected at ten percent of the price per barrel of refined petroleum by the end of the decade.

I searched on the net and found this link:

There it is said that there is some tense issue in "C"....

Can someone please elaborate how there is tense issue in "C".

Idiom: cost to x of y
Tense: end of the decade future tense

"United States petroleum industry’s cost" is unidiomatic and awkward, "cost to.." more preferable.

looks that both cost to/of is acceptable in GMAT...

Can someone please elaborate "end of the decade"...causes tense error in "C" ?

That´s because you can say cost of x to y or cost to y of x

Hi
If you look closely at the meaning you can infer that

"It is estimated" and "by the end of the decade" should come together in the correct choice.

Also in (C) if you are "using by the end of decade" then future tense should be used.
