You need to ask yourself - What is being compared ?

Walt Whitman and Ezra pound are being compared. -> Eliminate D and E
"Considered as" is a wrong idiom -> Eliminate B
In A there is a conflict of tenses - considered and and is

Only options is C

C it is. I feel as of now you might have known why C is correct.By default, usage of but strikes to be necessary.

Rest as has been already mentioned.
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!
