to what you asked why not B.
B is out of scope. Grant for poor is already there but we really dont know if the poor are aware or not aware about it.
First take: 640 (50M, 27V) - RC needs 300% improvement

I was also initialy with Option B But A makes more sense as per the argument -

The current administration and Congress have once again practiced bad public policy in failing to increase Pell grants or at least limit their reduction for next year's budget.

And A correctly does that- limit reduction for next year's budget.
