E is correct. others are with errors.

Choice A features a present-tense verb with "since 1965" where we would expect "There are four times as many as there were in 1965"
Choice B does not tell us what the enrollment was one-fourth of.
Choice C has "from 1965 on", which is wordier than "since 1965". Also "has increased four times" does not necessarily mean the same thing as "has increased fourfold"; as written, it just means the number has gone up on four occasions.
Choice D has a dangling modifier; it's not grammatically clear what has quadrupled.
