Skeleton of B:
Neuroscientists and are...

--> It is a fragment.

-->They are reading and are seeing the bird.

Think about C:

Neuroscientists amassing XX, and are

-->It also lacks verb in the first half.

Thinks about D:
Neuroscientists have amassed a wealth of knowledge over past twenty years about the brain and its development from birth to adulthood, now drawing solid conclusions about the human brain grows and how babies acquire language.

--> The second half does not have a subject and helping verb. Comma + FANBOYS is the correct form, but there is not FANBOYS after comma.

Think about E:
Neuroscientists have amassed XX now drawing...

--> Does this make sense?

Answer is A.

I am little skeptical about A.
I like D.

In A

Neuroscientists, having collected ................, are now drawing solid conclusions....................

This "having collected................." is non essential information and can be ignored.

The base sentence will be then

Neuroscientists are now drawing solid conclusions....................

whereas D says that

Neuroscientists have collected ....................., now DRAWING solid conclusions........

Here "now DRAWING solid conclusions" is an adverbial modifier modifying the NEUROSCIENTISTS HAVE COLLECTED...

I may be interpreting wrong, but I feel so.

The only issue with D is that it is changing the meaning of the sentence little bit.

Whatever is nonessential in original sentence is Essential in D.
