IMO option D should be the answer.

Pre-thinking: there was a plan and plan is not working. In order to explain, we need something that gives the reason why even after constructing a highway, congestion was not decreased.

Let's evaluate the options:

A) More commuters to downtown Whitmore come from the southern suburbs than from the northern suburbs.................The argument doesn't say anything about Southern suburbs. Also, it doesn't explain how traffic congestion has increased.


B) Because the new highway gives downtown Whitmore residents easy access to the northern suburbs, several new businesses have opened adjacent to the highway in the northern suburbs.......Not relevant as we are talking about congestion in Whitmore. Whereas this choice suggests that all along the highway traffic has increased.

C) Many who live and work in the northern suburbs have begun to use the highway as a way to access downtown Whitmore's nightlife..........Not relevant. we are talking about Traffic congestion in the morning hour.

D) The convenience of the new highway has encouraged many commuters from the northern suburbs to drive to work in downtown Whitmore rather than take public transportation......This explains why traffic congestion in morning has increased.

E) The majority of people who work in downtown Whitmore also live in downtown Whitmore.............Not relevant...We want some reason in the option that suggests people travel to Northern Suburb and hence traffic congestion has increased. This option is not suggesting anything of that sort.
