The intended meaning of the sentence is that the Norwegian government would start taking legal action to try to block the Robin Hood tax because countries which lie outside the Euro zone could be ensnared by it.

Option A - Incorrect
The use of the phrase ''try and block'' is idiomatically wrong. The correct phrase is ''try to block''.

Option B - Incorrect
Using the phrase ''try and block'' is like performing two different actions so it is wrong in the sentence.

Option C - Incorrect
The relative pronoun ''which'' used in the sentence is referring to the Euro Zone hence it is incorrect.

Option D - correct
This sentence makes use of ''that'' to refer to the countries precisely and it also supports the claim that the action about to be taken may or may not work

Option E - Incorrect
It states that the law will ensnare countries outside Euro Zone, whereas the question says that it could.
