If the salary cap of the National Basketball Association were to be removed,the cost of running a championship team would increase by atleast two million dollars or more.

(b) Were the salary cap of the National Basketball Association to be removed,the cost of running a championship team would increase by atleast two million dollars.

OA is b

I chose the wrong one but I am still not clear on the reason behind it.

Choice A and B both are hypothetical sentence and they are almost same.

In such construction, Subjective case required after were [verb of the form to be].

This is reason that B is better than A.

at least two billion dolor or more -> here 'or more' is redundant.
