I'd go for B

C,D,E change the meaning by changing the placement of 'provisions'

A: 'They' lacks a referent
B: 'IT' can only refer to the maritime code

(A) Because there are provisions of the new maritime code that provide that even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas, they have already stimulated - We don't know what does they refer to. There are countless antecedents in plural. That provide that is incorrect.
(B) Because the new maritime code provides that even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas, it has already stimulated - Correct
(C) Even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas under provisions of the new maritime code, already stimulating - Causality lost with missing because. Under pro... is a misplacved modifier that modifies sea areas now. comma + verbing stimulating modifies the subject tiny islets when it should modify provisions of maritime code.
(D) Because even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas under provisions of the new maritime code, this has already stimulated - Mis mod as in above. This is used incorrectly to refer to the previous clause which is incorrect.
(E) Because even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas under provisions of the new maritime code, which is already stimulating - Mis mod as in above. Which is starting a dep clause when we need an indep clause post the dep clause started by because.
