According to Henry David Thoreau, the reason a majority is allowed to rule is not that it is more likely to be right, but because it is stronger.

IMO B

Correct not because... but because. Concise, eliminates unnecessary usage of the reason. "a majority" is correctly used here...

not x but y correct idiom + I dont think the reason + because can go together.
