IMO B is correct...though A also looks tempting...
I think the logic here is Correct comparison

more efficient TO SOLICIT than TO GO TO STATE
this structure seems good

in A i think WAS after than is missing...and even if we place was after THAN, WAS TO GO seems awkward...
in other Options
D---> Going To compared to TO GO TO INCORRECT
E----> PRIVATE ORG compared to TO GO TO INCORRECT
C----> again wrong comparison distorts the meaning

Good question....this IT is called INTRODUCTORY IT...

for example, It is raining....here IT is as such referring to nothing but the use is correct

Even in this same question if u see the non-underlined portion "During the 1980s it became clear"..bla bla bla
here again IT is working as an INTRODUCTORY IT...and its correct...
Never get confuse okay...the trick is IT introduces the clause or u can say comes in the start...

Two items in skelton.. more...than should be parallel. In non-underlined portion iti is : to go to, so effortlessly one should spot another "to" construction. B and C have it. So let us quickly eliminate others:

D/E: they both are wrong, because, idiomatic construction requires a that for : it became clear that, and not for.

In A more efficient for X .. than to go to is clearly not parallel.

So left with B and C : in C were constructs requires in than part,
so B is correct.
