Hii gmatkiss,

Between B and C - I dont think that "as" and "like" is the point here, Both are correct according to gmat
Here there are two difference between B and C ( only two competitor )

1 ) - instead of
- rather than ( it is perfect here )
2) ........are the engine that powers political campaigns(actions), adverb modifiers, actions
an action is compared to an action

Agree with Avik here.

Also, if we look at the meaning of the sentence. We are comparing campaign speech writers with campaign commercials. therefore 'rather than' is the correct usage.

Instead of should be followed by a noun phrase but over here in option B oversimplifying them is not a noun phrase.........
