The administration has increased the number of fines for mining safety violations as part of their campaign to protect miners.

A)has increased the number of fines for mining safety violations as part of their

D)has increased the amount of fines for mining safety violations as part of its
E)have increased the amount of fines for mining safety violations as part of their

Doubt:If you think of fine it has a monetary value attached to it. Thus saying amount makes more sense rather than number. Isn't option D better in that case ?
Official explaination says [spoiler]"Amount is used for uncountable quantities. "Fines" are countable, and so "number" should be used.[/spoiler]

Even i had this same doubt. I started another thread for this same question. In it, we concluded that the usage NUMBER of fines is correct.
In case, we want meaning to be such that it means the amount of all the fines have increased, then we need to use AMOUNTS of fines not AMOUNT of fines.
