comma + ing modifier = look at from cause effect scenario
cause should be before the comma, whiel effect is shows by ing modifier..

Out of A& C here, C is correct for comparison

I go with C as well
making is not wrong at all in this case....and .....it was 5 years ago makes it more clear

I think more than gramatical construction,
if we say ..... to make here then it will give meaning that ...investment is made to do that...
rather i think the sentence means
investment has been made....now it is making it...better.....
