The health commissioner said that the government had implemented strict measures to eradicate the contaminated food and, despite the recent illnesses, it will try to prevent the outbreak from recurring in the future.
a) it will try
b) that it tried
c) it had tried
d) it would have tried
e) that it would try

IMO E

not confident as the use of past perfect in the first part is pinching me.

IMO E

The health commissioner said that the government and it will try are not parallel. You need to begin the second clause with "that"

So that narrows down to options B & E

B incorrectly uses the past tense when we need the future tense.

I think its B.. Becos the non-underlined part is using past perfect "had" and hence there should be two past actions in sequence . B perfectly abides by that if you carefully interpret .

said that govt had......, and that it tried.. parallellism also fitting in .

Can anybody explain, why "would have tried" is the wrong tense? or would this tense also be correct?

I thought that because of "had implemented" one have to use "would have tried". Otherwise I would have used "would try" if in the orginal sentence "implemented" (instead of "had implemented") were used.

Could anybody give me the framework (with some examples) for such questions?

I think it's A.

My reason:

The latter part of the statement after the underlined portion takes about preventing the outbreak in future.

So the choices narrow down b/w A and E, since none of the others quite fit.

Option E starts with "that". When we fir that in the sentence, it goes like this:
The HC said THAT the govt had implemented....contaminated food, and, despite the recent illnesses, "that it would try"...
I think "that" should have come with and and not after "despite recent illnesses" if at all.

But everything else about E looks better than A!
So, do correct me if I am wrong!
