What are the populations of Cities Y and Z ?

(1) The population of City Z is 275,000 more than the population of City Y.
(2) The ratio of the population of City Z to the population of City Y is 76 to 21.
It takes time and effort to explain, so if my comment helped you please press Thanks button :)

1.

population of City Y= X
population of City Z= X+275,000

we do not know X, hence insuffcient

2.
we know the ratio but not the exact number

1 and 2
(population of City Z/population of City Y) =76/21
(X/X+275,000)=76/21

by solvin we can find X and hence the population of City Z
hence answer is C

St.1: Z= 275000+ Y. but we can't say about exact populations. - insufficient...
St.2: Z/Y = 76/21 total not known - - insufficient...
combined two eq two unknown sufficient....Ans C
