A newspaper reported that UK defense spending had fallen from 4.5 percent of the national income in the mid-1980s to 2.3 percent at the time that the report was published, and as a result, military chiefs agreed with making cuts to the equipment budget, which halved to six the number of Type 45 destroyer planes in use

(A) agreed with making cuts to the equipment budget, which halved to six the number of Type 45 destroyer planes

(B) agreed to make cuts to the equipment budget, halving to six the number of Type 45 destroyer planes

(C) agreed for making cuts to the equipment budget, which halved to six the number of Type 45 destroyer planes

(D) agreed with making cuts to the equipment budget, halving to six the number of Type 45 destroyer planes

(E) agreed and made cuts to the equipment budget, which halved to six the number of Type 45 destroyer planes

a, c, e: Which is incorrectly used. Which must refer to preceding noun( exceptions noted below) incorrect
d) agreed with indicates agreeing with a person incorrect
b) agreed to is correctly used and comma+ ing correctly refers to preceding clause

usage of which
"which" modifier can modify
a) the NOUN that immediately precedes the comma:
or
b) the NOUN+ PREP PHRASE that immediately precedes the comma

Although the orange part in E is not grammatically incorrect, it changes the meaning. But the usage of which makes it incorrect.

In A, C, and E which is used incorrectly. As stated the budget halved the to six. But the budget didn't do this... the cuts did.
