From what I've read words like being, having been are usually avoided in GMAT SC.
D is correct

IMO correct answer should be option D

Reason -- 'being' is mostly incorrect in GMAT. Also the correct idiom is consider xy ..

in this case X= correctios facilities
Y= integral part

This SC is purely driven by idiom usage. Idiom usage is the only differentiator between C and D .. I can see you have successfully eliminated other options.
