which includes modify the immediate preceding noun. In option D it's Germany

whereas COMMA+including modifies the preceding clause

So option E is better than option D

I think the singular 'includes' is the culprit here in D.

D has 2 errors
1>Which modifies germany rather than tools.
2>tools(plural) require Include(plural noun) rather than includes(singular verb).

I felt C is close, because the new age of stone age as X, rather than as Y.

Though we can eliminate C for "includes" but still wanted to know how E has parallelism than C?
