Correct answer sounds odd

The correct answer is D.

What I'm having a problem with is the ending of that sentence.. "AND AT A LOWER COST".

That sounds odd to me..How is that proper? Doesnt AND usually introduce a clause, which requires a subject and a predicate.

Can someone plz explain?

In option "d" Can somebody please tell to whom "at a lower cost" is parallel to ?
