Certain oil companies have been called poor corporate citizens because they have opposed government action to limit global warming by undermining scientific research that characterizes the issue as severe. However, these same oil companies have also invested millions of dollars in scientific research to address the long term effects of climate change.

i alsp chose B for this question.
according to what i understood. the gov limit companies in researching for oil because that action's warming the global.and those companies objected to that limit thus they are called poor citizen.
however those company also invest so much money into improving the climate/global.
the question given is why the company on the one hand opposed the gov but on the other hand invest money to address the long term effects of climate change?
and only B does that...

Govt Spend on scientific research- No support by Oil companies.-Because when outcome comes, Govt will mandate action, which Oil companies won't like.
Oil companies spend on scientific research- No issues for Oil companies-why?- the outcome will not be known to anyone other than the company and they can choose whether they can action on it or not.
This reasoinging makes B as the correct answer.
In Case of D, it provides info which is beyond the scope of argument. For example...no one is arguing that scientific research will yield definitive results or not.
