The Community Education group in Victor's school district does not offer as many programs as does my school district.

I am always confused as to when to omit does and when not.

does in D refer to prog. in the 1sr sentence, that makes the complete sense..iN C...no sense...

In some questions like this, the answer looks like C and it says that "does" or whatever else that works the same way as in this question, is implied and understood from the sentence and can be omitted.

I think it is D.

1) "Community Education Group in my school district" is totally parallel to "Community Education Group in Victor's district". "My" is parallel to "Victor's", as they are both in possessive form.
2) "Does" is required by "as", because we use AS in order to establish relationship between two actions.
