2 action is not separate so adding is correct

estimate as having is wrong

so D is right

"during..." should go after estimate

Okie..without idioms approach

whenever, we have not underlined part at the end -90% of the job is to see how they connect. so its a 3-2 split here

3 -and added

2-adding,

as adding..is the consequence of earlier action , they are related...so, job is simple..its D or E. ( A, B and C eliminated as they used and added)

B , C and E use misplaced modifer " during the 1980's " to modify estimated which is wrong..estimation was not done
in 1980's...

hence, D

1)estimated to be - correct idiom
2)"and" is used here as a conjunction which wrongly joins a clause and a phrase.
3)"and" should be used here as a relative pronoun which appropriately refers to the antecedent.

(B) During the 1980’s it is estimated that approximately $50 billion in private investment capital left Mexico and added


(C) It is estimated that there was approximately $50 billion in private investment capital that left Mexico during the 1980’s and added

(D) It is estimated that during the 1980’s approximately $50 billion in private investment capital left Mexico, adding

"adding" which is used as a gerund properly modifies the earlier sentence and helps us to get rid of the conjunction "and", & also makes the sentence succinct and meaningful.

(E) Approximately $50 billion in private investment capital is estimated as having left Mexico during the 1980’s, adding

Isn't A an ellipsis?
During the 1980’s approximately $50 billion in private investment capital is estimated to have left Mexico, and
during the 1980's approximately $50 billion in private investment capital is estimated to have added to the strain on the country’s debt-ridden economy.

OR

During the 1980’s approximately $50 billion in private investment capital is estimated to have left Mexico, and
during the 1980’s approximately $50 billion in private investment capital is added to the strain on the country’s debt-ridden economy.

Aren't these sentences correct, sans the concern about the idiomatic expression? Which is the correct interpretation of the ellipsis?
