50. In the 1970's, food made up 14 percent of an average household's monthly [u]expenditure; and 24 percent in the 2000's[/u].
A. expenditure; and 24 percent in the 2000's
B. expenditure; in the 2000's the figure was 24 percent
C. expenditure, and in the 2000's 24 percent
D. expenditure, 24 percent in the 2000's was the figure
E. expenditure that rose to 24 percent in the 2000's

Please clarify the use of "percent", "times", "the figure", "twice", "double". I always get wrong on those topics.

Experts please help me on this count.

A - run on
C - its not clear what does 24 PERCENT refers to (24 PERCENT OF WHAT)
D - ambiguty (what does THE FIGURE refres to 14 PERCENT or 24 PERCENT); RUN-ON (part after comma is a complete clause)
E - changes the meaning (also suggests that IN 1970 FOOD MADE 14 PERCENT OF EXPENDIURE IN 1970...IN 19070 FOOD ROSE TO 24 PERCENT IN 2000).

Note: IMO 1970's or 2000's IS INCORRECT (correct would be 1970s / 2000s)
