The sentence structure contains a list of 3 elements namely "resurgence of patriotism", "increasing tuition costs at private colleges" & "improved recruiting by the academies".
Dese 3 items should have the same formation, A does that by starting each element with a noun.

we have a paralleism error in E. In E the last item "academies improving their recruiting" is not parallel with the first two items.

In E the last item "academies improving their recruiting" does not start with a verb as do the first two items and hence we have a paralleism error in E.
Fueled and increasing are not verbs
