Is the sentence missing any preposition?

It's not what has been discovered...it's what hasn't been discovered...in thirty years. If the product has been used for 30 years without a problem, it's probably safe.

Paraphrasing - If you use if for 30 years without a problem, it's reasonable to assume there isn't a problem.

As per the spokesperson, there is no evidence that the product is harmful when used in the recommended way.
We are trying to strengthen this statement.

D says:
The vast majority of users of these insecticides are federal agencies, and these agencies carefully monitor the application of these insecticides.

This means that the agencies are using the insecticides in the recommended way. Hence there should not be any harm encountered.

My problem is that I am unable to get what A means.

I think now I see apart of it. Wording looks so confusing.

Even after three decades of use, there is no evidence of harmful effects.

If I am seeing correctly, the sentence has to be broken this way:
Evidence of the harmful effects this insecticide <has>
would almost certainly have been discovered after three decades of use.

Is my interpretation correct Tani?
