What is the difference in meaning of B and E?

I got the difference. If anyone had the confusion same as mine then here is the answer. In B the modifier more rapid is misplaced. It should modify industrial growth.
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.

I think one more difference is there. in Option "B", comparison is not correct. Growth is compared with other American City. If I am wrong then please inform me. As, I need to know that weather I am thinking on the right path or not.

Chicago is not a person therefore, E (whose) is incorrect.
Chicago is referred as a place in the original sentence. Hence, B (which ) is incorrect..
