Premises
1. Record number of manufacturing jobs were created last year.
2. Any new manufacturing job is created within existing companies or in a startup. This is almost always true, since it is listing out all the possibilities. So it is "obviously true".
3. Existing companies created fewer jobs this year than they did last year
4. There is evidence to show that there the number startups this year will be fewer.
5. New companies will create no more jobs this year than they did last year

Conclusion
Number of jobs created this year will fall short of last year's record.

Now, let ask Why will "Number of jobs created this year will fall short of last year's record?". Because "New companies will create no more jobs this year than they did last year" and because [fill in with other premises]. So premise 5 is in support of the main conclusion.

Hope that helps.

one more vote for A :)

premise-jobs are created either by existing companies, or by new ones.
then new premises are given about the situation with jobs in existing and new companies.
conclusion-so clearly, (the word clearly points out, that this sentence is a conclusion) the number of new jobs this year will be fewer than it was last year.
