IMO B.

A is insufficient as we dont know anything about b

(a - 3) (b + 2) = 0
=> a= 3 or b=-2

Statement I

a=3

nothing about b

Insufficient

Statement II

either a=3 or b=-2

Insufficient

Combining I & II

a = 3

(3-3) (b+2) = 0

b could be any value since a-3 = 0

Insufficient

Hence E.
