I would say that a GPA above 3.3 is getting into a good zone and 3.5 and above is optimal. Now, a lower GPA with an incredibly positive trend is also a better story than a low gpa. Schools tend to post class profile stats so you can see the average gpa for your targeted schools.
I do feel, based on helping clients with low gpas, that you can overcome a low gpa within reason. Taking quant courses now and doing well, nailing the gmat, performing at a high level at a respected firm are all very positive ways to show that you have both maturity and intellectual firepower.
Now if you had a 2.7 gpa, what I have just said may be less relevant for the top schools.

Though it will be below average for some schools, you are certainly not out of the game if you have some strong application hooks to compensate.

There is no GPA minimum. Also, lower GPA's in more difficult degrees, like engineering, or from schools with lower average GPA's like the Military Service Academies is weighed as well.
Schools publish their average GPA's to give you an idea. Yes, you can make this up with other criteria, like a higher GMAT score. You can also use an optional essay to explain a lower GPA.
