A means
at a time point 35 years after...., can not go with "had migrated"
A is wrong
B, means
within a time since..." can go with past perfect
B is right, but I am not sure

Here is my take.
As sentence contains past perfect tense "had migrated to ...." in later part of it, I believe it should contain the past tense as well.
John had eaten the breakfast and rushed to office.
In above sentence, john first had Breakfast and then rushed to office. (time sequence)
On similiar lines, sentence should contain the past tense to show the time sequence and D fits well.
IMO D

i think A should be the answer.
Option D, uses "When". the sentence refers to a period of time. not a specific time frame.
