I guess I was hasty in concluding B. I see that after the first nor, we have a double negative ..' nor a more unequal distribution of income' would indicate that the distribution of income is equitable. Also, there is another nor after the comma that has to be negated to

But generally, neither x nor y is the correct idiom. You don't mix, neither with or or either with nor

One more error in B is the missing infinitive ... to a more unequal distribution

So E is correct
